Skip it unless you're a Soviet cinema completist or have a specific interest in Azerbaijani film history. A niche political satire about 1980s bureaucratic dysfunction sounds conceptually sharp, but without any critical validation and zero cultural footprint in English-language cinema, you're better off spending tonight on a tragic comedy with proven appeal.

Plot

Made in the tragic comedy genre, this film is about the dysfunctional Soviet management system in Azerbaijan SSR at the end of 1980s and about the decadence and corruption of the Soviet bureaucracy.
