Powder is a well-intentioned but uneven fantasy drama that struggles to justify its runtime despite an intriguing premise. The mixed scores tell you everything you need to know—it's not bad enough to be memorable, not good enough to be worth your time tonight. Skip it unless you're specifically hunting for '90s cult oddities.
