Skip it. While the premise of political corruption and moral consequences has potential, this 1996 drama-thriller has largely faded from cultural memory for good reason—it's a sluggish, overstuffed procedural that wastes a stellar cast (Pacino, Daniels, Arkin) on a convoluted script that mistakes complexity for depth. There are better urban corruption thrillers out there demanding your time tonight.
